Kind of a sled ride- a winch or auto tow launch?
Probably a winch, but I don’t know anything about the video besides what you see there, and another video where a roughly similar vehicle flies with an engine.
Some Dutch company is developing a winch with polyethylene (spectra / dyneema) wire that allow winching really high, say 1 km instead of 300-600 m.
